2. KEY RESPONSIBILITIES

  • Establish and operate the project HSE management system, including HSE plans/procedures, risk assessments, safety induction training, subcontractor control, site environmental management, and waste management.
  • Control rooftop safety by reviewing and approving method statements, supervising fall protection systems, managing roof edges and openings, monitoring weather conditions, applying stop-work criteria, and preparing rescue plans.
  • Operate permit-to-work systems for high-risk activities (working at height, lifting operations, drilling, cutting); control lifting activities, PV module handling and transportation, restricted access zones, falling object risks, and construction tools.
  • Coordinate with M&E teams to ensure electrical safety during installation and connection works by applying lockout-tagout (LOTO) procedures, managing daytime DC hazards, and supervising connections to main switchboards and existing substations to prevent arc flash and fire risks.
  • Conduct site inspections, track corrective actions, close non-conformities; investigate incidents and near-misses; organize safety training, toolbox meetings, and report HSE performance indicators for inspection, acceptance, and handover purposes.

3. QUALIFICATIONS

  • Bachelor’s degree in Occupational Safety, Environmental Management, Engineering, or related fields; candidates with HSE background in industrial construction sites are preferred.
  • 3–5 years of HSE experience on construction sites; experience in industrial plants, rooftop works, or C&I solar projects is an advantage.
  • Strong capability in controlling work at height: fall protection systems, roof edges, roof openings, weather-based stop-work criteria, and rooftop rescue planning.
  • Experience in operating permit-to-work systems (working at height, lifting, drilling, cutting), including control of falling object risks, restricted zones, and tool safety.
  • Strong knowledge of electrical safety procedures, including lockout-tagout (LOTO), DC hazard control during daytime, and supervision of connections to main switchboards and existing substations.
  • Ability to conduct site inspections, incident/near-miss investigations, organize safety training and toolbox talks, and prepare reports with follow-up and closure of non-conformities.
