2. KEY RESPONSIBILITIES

A. Procurement Strategy & Category Management

  • Develop procurement strategies by category, including PV modules, inverters, BOS, electrical–mechanical–structural packages, industrial construction materials, subcontractors, labor, logistics, and import–export.
  • Establish cost baselines, cost breakdown models (CBM), and market benchmarks to optimize total cost of ownership (TCO) while ensuring compliance with technical standards.
  • Develop project procurement budgets; monitor and control costs against BOQ/baselines, and proactively identify cost-saving opportunities.

B. Supplier Sourcing & Development (Local & International)

  • Lead the sourcing, evaluation, selection, and development of best-in-class suppliers and partners in both domestic and international markets for technical solutions and construction resources.
  • Manage sourcing processes (RFI/RFQ/RFP); build and maintain vendor databases and Approved Vendor Lists (AVL) by category.
  • Evaluate supplier capabilities and conduct factory/site audits when required; implement supplier scorecards and continuous performance improvement plans.

C. Commercial Negotiation & Contract Management

  • Lead commercial negotiations covering pricing, delivery schedules, warranties, liquidated damages (LD), payment terms, quality acceptance criteria, and after-sales services.
  • Prepare, review, and manage Purchase Orders (PO), contracts, and framework agreements; ensure governance, change management, and claim handling.
  • Ensure compliance and transparency, including approval authority, proper documentation, and conflict-of-interest control.

D. Supply Planning, Logistics & Schedule Assurance

  • Translate project schedules into supply plans; ensure OTIF (On-Time-In-Full) delivery to project sites.
  • Coordinate with Engineering, QA/QC, Project Management, and Site teams on submittals, approvals, FAT/SAT requirements, and incoming inspection readiness.
  • Manage expediting, material shortages, alternative sourcing strategies, and contingency plans to safeguard project milestones.

E. Team Management & System Standardization

  • Lead and develop the Purchasing/SCM team (3–5 members), including recruitment, training, task allocation, and performance management.
  • Standardize procurement processes, SOPs, templates, supplier management frameworks, price libraries, and reporting dashboards.
  • Drive continuous improvement initiatives to shorten procurement cycle time (PR → PO), strengthen data discipline, and enhance supplier performance.

3. QUALIFICATIONS

  • Bachelor’s degree in Supply Chain, Logistics, Economics, Business Administration, Engineering, or related fields.
  • Minimum 7 years of experience in Procurement/Supply Chain Management, including at least 3 years in a managerial or leadership role.
  • Experience in Solar PV, Renewable Energy EPC, Industrial Construction, or MEP projects is preferred.
  • Proven track record in global sourcing, supplier development, and commercial negotiations, with measurable achievements in cost optimization, OTIF performance, and quality improvement.
  • Strong expertise in sourcing, cost analysis/quotation evaluation, supplier assessment, and contract management.
  • Strong ownership mindset with the ability to manage end-to-end procurement performance (cost – quality – delivery).
  • Proficient in Microsoft Excel; experience with ERP/procurement systems is an advantage.
  • Good command of English for negotiation, business communication, and contract handling; additional languages such as Chinese or German are a plus.
